Chopping
Just played in a live tournament in Blackhawk CO. $20+4 buy-in with 40 people. Survived into the money which was top 4. Payout structure was 50,30,15,5% Was on the fortunate end of a bad beat to move into the top 3. I started to do some stealing and was solidly 2nd in chips, but the chip leader was huge. My question is this, I'm confident in my short-handed play from many many SnG's, but should a chop be brought up, and if so what kind of deal should be made?

you have to judge the situation and decide how much you are worth at the moment, not just your chips, but the skill difference between you and your opponent.Once you decide how much you are worth, if you can get more than that with deal negotiations then go ahead and deal. If not, and you can accept the big difference between 1st nd 2nd... then play it out.
