you failed to mention his defending requirements.

he he defends ALL hands then i htink you should raise and be prepared to bet 22 on the flop and turn then check behind on the river of fold to a bet (if he isn't the bluffing maniac)

this is clearly the correct answer unless this maniac also bluffs a lot. but you said he checks and calls to non nuts striaghts etc. this is the EXACT maniac you want to play every pocket pair against.

why would you WANT to move to another seat????

HOWEVER< its important that his defending requirements be very very loose (i.e. virtually any two) AND that he be as passive (check calling) as you say he is)

I believe what you have to do here, is look at the range of hands the BB will call with. 22 is a dog against JTs & QJs & T9s & 98s, etc.
