He's giving partial outs, b/c villian could have a bigger pair already (AK AA, etc), so they are not worth full outs b/c they won't necessarily win.

3-4 at best. I think 3ish is more likely though.

check-raise the flop, lead the turn. If he three bets, call, and if u hit one of your outs u have odds to call the turn bet.
