Hero is on the button, so no dice on the c/r. I think raising the flop is meh. If he three-bets you and you're all like [img]/images/graemlins/confused.gif[/img], you don't want to have to be stuck calling down the rest of the way. Plus if he's bluffing he might fire again on the turn hoping you fold 99 or something similar.
