Default Looking for a clock program

This is mainly a curiosity question.

Any idea what program might be used to make a display like this:

That's at the National Hurricane Center. It's a LCD monitor, so I'm guessing this is just a computer program. Hopefully its a freeware windows or linux app.

There are several fonts that can give you the "look" -- it appears they're simply displaying 10 data elements in various sizes. Did you have an application in mind? A data source you needed to link to? A generic component? I could write one for you in about 10 minutes.
