Default tilting tonight

Sorry for not using the hand script to show hero/villiain etc, i am new to the forum, and i will definitely use it from now on, but tonight, i ran into this situation:

i was holding 28 offsuit, in position, and made it 2$ to go in a .25/.50 NL game. Everyone folded, and one dude called my $2 raise.

He was first to act, flop came out 852. He bets $5.50 which is approximately the amount of money in the pot. Taking into consideration he just called, and then called my raise on the preflop. i stood to think he was making a bluff. I re-raised his $5.50 raise all-in , having around $15 dollars left, and having him covered. He called.

Villain showed Q5. Turn and river both show diamonds, there are 4 diamonds total on the board, and he takes the pot with a flush.

Did i make the right decision here?
