QQ big pot, river fold

UTG is loose passive weak --53/15/.61, CO is tight (17/8/1.7) but these stats are all i got to work with im button w/ QQ both villains limp, i raise, blinds fold, limpers call flop 7c 3c Td checked to me i bet, both call turn 7c 3c Td 9d checked to me, i bet, UTG calls, CO checkraises, we both call. river 7c 3c Td 9d 6c UTG leads, CO calls, I fizzold. rike?

If the pot weren't so big on the turn to make counterfeiting two pairs worth it I'd fold then. Even if you did river an offsuit 3, I wouldn't raise the river.
Let's go out on a limb though and discuss checking behind on the turn and playing poker on the river. All you have on this board is one pair and a whole lot of reverse implied odds...
