Looks like a value bet, although I do think this depends on MP somewhat. Will he raise preflop with KQ/AQ? Will he 3-bet a flush draw? If the answer to both of these is "yes", then it is unlikely that an Ace or better Queen hand is out there. In this case, I think you have a value bet against random Qx type hands, with perhaps one of the other players folding his draw.

I don't know about the flop cap with top pair middle kicker either. Again, if MP was normally passive, this would scare me.
