1-Rebuy + 1- Add-on MTT Strategy Question

I have been playing in a $20+2 tournament on poker room which offers a 20,000 guarantee and 1-rebuy and 1-add on. From what i've seen most people play it as a $20 tournament and elect not to rebuy. My question is.. what are some opinions on which strategy would be better...
Starting chips: 1,500

Rebuy right away for another 1,500
or
Play the starting 1,500 and use the rebuy after trying to accumulate chips.

Not many people rebuy right away so I could see starting with 2x chips as beneficial.
I can also see trying to accumulate chips without rebuying as many people do not rebuy right away and save your rebuy if you get out.

Maybe it's really easy one way or the other and i'm looking at it wrong but any opinions would be appreacated.
