Default I should know this by now.

Villain is unknown -- I don't have any hands on him and he just sat down at the table. I feel like I should have a set river plan for these situations against unknowns, and I kinda do, but I'm not sure if it's really a good plan or not.

Bet and call a raise....foldings an option that I don't exercise enough, but hey I like to keep the bastards honest.

I think I like the check/call instead of the bet/fold.

Bet/call seems like spewing to me.

The action is out of order on the later streets. I would bet and call a raise.

I'm not sure what you mean by the action being out of order. Everything looks fine to me.

Since villian is an unknown I will check-call this and get a peek at his hand. I'd hate to bet-fold and not get a read. Bet-call is probably 2nd best line here, IMO. Doubtful that a better hand checks behind here, but it's possible.

I think this guy is drawing to a flush like 90% of the time here, unless he is really aggro I don't think he would play a 9 like this...

Since the river completed a draw and his play is consistent with a draw, you should check and call. Bet/call is dubious IMO. Since he's unknown, you have to assume average as a default read. An average player isn't going to raise the river as a bluff here. Against a player know to bet loose/passive then bet/fold is correct.
