This sort of thing depends on how much action we have before the mistake is discovered. If two or more players have already acted on their hands (this includes folds but doesn't include blinds) then there is significant action and the hand continues with the four card hand (or any fouled hand) declared dead.

Declare the drunk's hand dead and he forfeits his chips in the pot. Give him a comp to keep him happy.
