Default NL Bankroll query (low content if any)

I tried Ed Miller's small stack strategy at Luxor's $1/$2 $50 buy-in over Veterans Day weekend and got the NL bug when my QQ held up for a nice win.

I bought "Getting Started in Hold 'Em" and am ready to dabble at NL online using the small stake theory detailed in the latter part of the book. I've read the FAQ, but I'm confused by the line below:

FAQ quotes "Limit: $0.01/$0.02 | Needed: $40 ($100 on Stars)"

Why does a person need $60 more for Pokerstars' lowest NL level compared to any other site?

its just a guess but likely stars allow you to buy in for $5 at .01/.02 .
