tough to lay this one down but a reraise preflop would have helped. has he been playing this way? has he been winning? does he drive the pot with top pair weak kicker the same way? answering those questions would help you decide whether to call. he could have aces of course.

Yeah, reraise preflop. You want no more than one caller with AK. Also if initial raiser had KK or AA he could then tell you.

PF is fine.

Raise to at least $75 on the flop, or just call.

I usually give short stacks no respect, so I call.

I'd re-raise pre-flop and definitely raise more on the flop. Why are you min-raising? As played, if he's weak, I'd lean more towards calling. Sucks if he hit his damn kicker.

Reraise pre-flop.

Raise more on flop or else just call.

The turn tells me he has a decent 1 pair hand, but your play looks weak, so he's either ahead or thinks you'll fold a king. Call him on turn. He probably has something like JJ/TT or KQ/KJ.
