Question about Pinnacle withdrawals via Neteller

I was reading over the withdrawal fees associated with Neteller for Pinnacle. I am a little confused on the verbage.

It looks like you can have one free withdrawl per month IF that withdrawal is $500 or greater. It also says additional Neteller withdrawals are $15.

Does this mean that any withdrawal to Neteller for less than $500 will be charged a $15 fee as well?

I think its a 15$ fee no matter how u get it not only for neteller. You are allowed 1 free one once a month for over 500$ otherwise u gotta pay I think. Thats why I left pinnacle. Great lines but bad payouts
