My opponent is decent but not great. I think this is fairly standard except for 6th. Would raising 7th just be spewing?

I would have started raising sooner. A simple pair ain't that great that you can let them draw cheap.

As for the river. Doubtful he's got a flush, straight or trips, his play says big pair in hole to me. You beat any two pair but aces/eights, a raise on the river isn't spewing in my opinion as he'll call with just about any two pair and probably won't 3-bet unless he's really nailed the river.

If I reraise 3rd I make my hand pretty obvious that it is a big pair, I could raise 4th but why not wait to do it on a big bet street?

Textbook until the river which I see as an easy raise. He's not very likely to have an 8, more likely to have two pair based on the action. Plus even if he had trips, I doubt he reraises the end (unless he boated). I def raise and expect to be called by a lesser two pair.

I like it.. I don't care much for raising the river here. Every time I do, I get popped back. (Results oriented?)

Easy river raise and fold to a 3-bet to all but the most absurdly aggressive opponents. He will call with two pair and will only 3-bet when he has a flush (and might just call). You lose too much value by just calling on the river.
