Perhaps it is more appropriate to question the question then to answer it.

The question as posed has many answers, most likely none of them are correct and all of them are correct. THAT point was obvious when I first read it.

To even imply, let alone explicitly claim as BruceZ did (albeit in a somewhat tipsy manner), that almost all problems dicussed in the politics forum can be "solved mathematically" is beyond a fallacy.

It's hybris.

For those that are religious, you gotta atone for your brothers sin!

For those that are not but are math'matically inclined, same chore.

The main problem with this is that the power is given to an organization which in mainy cities doesn't understand how to use lethal force properly.

i.e. If a homeless person is threatening you with a tiny screwdriver...you don't shoot the person 10 times in order to subdue them. They're called tasers.

i.e. If a man with a gun is holding an infant you don't have all 15 officers shoot thru the infant in order to kill the suspect.
I'm skilled enough with a firearm that if you were holding a infant in your arms...I could easily shoot you in the head from 10-20 yards 9/10 times. That's with a handgun.
A sniper with a scope would be much more effective and precise.

i.e. terror leads to hysteria which leads to make ppor decisions on shitty intelligence which usually is a result of the hysteria. If you placed LAPD or NYPD in your given scenerio it wouldn't be unlikly that several people might be mistaken for terrorists and shot in the head during a "terror alert"
