Default party / empire 2 hands at once

What is to stop someone from taking 2 seats at the same table, one on party and one on empire with 2 different accounts on 2 different computers sitting right next to each other?

Nothing really. As long as their two computers have two different IP addresses

Party looks for people who have 'relationships' with other players and will prevent them from sitting at the same table. A friend played at PP on my computer, and then some days later when I tried to sit at the same table as that friend, Party would not let me sit, citing the 'relation' or whatever they called it.

So while an adept hacker may be able to find a way to sit at two seats, the casual multi-account player cannot.
