VISA rejected on Neteller!!!

I tried to make a $60 deposit on Neteller because Party won't let me cash out into my new Neteller acct until I make a deposit with it first. I used my Visa and it gets rejected for $60! When I read the section under credit card on Neteller it says:
Major credit cards accepted. Please note many North American banks decline credit card transactions for certain classes of merchants. This determination is made by the banks and not NETeller or the credit card companies

But when I call my bank, they say there are no restrictions on any purchases. Has this happened to anyone else?

Yes, this is very common. Some people have been able to get their banks to green light the transactions.
