The problem is that the just calling the villan's bets makes it look like he has a flush draw. On the river the villian can put hero on air, xh7h or any other hand with 2 hearts. After the turn the villian should know his 8's are good and the hero picked a horrible card to bluff with.

To further illustrate: Assume We are villain. Its six-max so we decide to raise to steal the blinds with a hand that likes to see flops if we're called. We're called by the button, so we can narrow button's range down a bit. On the Flop, we get Queen/X/X with us making mid pair. We lead at the flop, ready to probably dump the hand at this point unless we get raised. Hero just calls. Assuming Hero isn't totally retarded, we can now narrow down his range. Considering this is a suited board we cannot put hero on any good queen here, as he really needs to raise us on a board this dangerous. Q/8 and Q/3 are extremely unlikely given the cold-call preflop. QQ is also unlikely given no reraise pf. 8/8 and 3/3 are possible. The turn pairs the bottom card. We lead out again, and again are cold-called. Hero either just made a boat, or is still drawing for his flush. We now know pretty much for certain that he isn't playing a queen. The river is a rag. There is no hand we can concievably put hero on that it improves. We lead again for $20, and hero pushes, his entire stack. We must now evaluate the two possibilities based on our earlier reads, either hero has 3/3 or 8/8 and has us beat, or he has missed his flush draw. Given our read on Hero, we determine that there is a much greater than 50 percent chance that he has missed his flush draw, rather than having 8/8/ or 3/3. We are getting more than 3:1 on our money ($115 for a $411 pot). This is an easy call.
