Default Best way to create high res DVD captures

I want to get a program that captures high quality high res images from DVDs, and use them as wallpaper and toy with them in photoshop etc.

I've heard WinDVD does captures, but how high quality are they/what res can you get them at?

Anyone know of any downloadable video editing software that could accomplish this?

Not possible. DVDs are only y x 480. Your desktop is likely 1024 x 768 or more.
