Default VS Shortstack

The popular thing to do at PR seems to buy in with 1/10-1/5 a full buy-in. I'm finding it pretty annoying. How do I go about situations like this?

UTG ($107.50)

Preflop: is with 1010
UTG calls $1, <font color="#666666">2 folds</font>, <font color="#CC3333">HERO raises to $5</font>, <font color="#666666">3 folds</font>, SB calls $4.50, <font color="#666666">1 fold</font>, UTG folds.

Flop: ($12) J[img]/images/graemlins/diamond.gif[/img], 4[img]/images/graemlins/diamond.gif[/img], 4[img]/images/graemlins/club.gif[/img] <font color="#0000FF">(2 players)</font>
SB checks, <font color="#CC3333"> Hero?

Can I bet things like this without committing myself? Betting small encourages a push with whatever he has and checking is incorrect if he holds anything that isn't paired. If we're in opposite positions heads up, is the best move to C/R him all in if he's very likely to bet a checked flop?
