Default Raising with mid-pairs from the blinds

This is more of a general theory question and any answers would be appreciated. I was just wondering what people's game-plan is for raising mid-pairs in the small, big and UTG positions. I define mid pairs as 66-99.

if its folded to me in the SB, then I definitely raise. UTG, I would most often limp in a full ring game since usually i will have a lot of fellow limpers.
