Why Now?

This might seem unimportant, but maybe its not. I've heard very little said about the timing of this barbaric act. We've been open to this type of an attack for years. I'm wondering why it even took this long for something like this to happen? Why now? Any thoughts? I'm not trying to be funny. But why didn't Saddam Hussien think of this?
