I think this is a good idea. You have to play a certain amount of hands (it doesn't have to be many and it could even be play money) to have your chat turned on. Spammers won't want to take the time to register an account and play the required number of hands, only to later have their accounts banned when they start spamming. Not to mention they could have funds taken.

I think the rule should be you have all chat turned off until you play the hands; not just observer chat. That way spammers cannot sit at open seats and spam.

I've been playing at UB recently and there is persistant chat spam from some affiliate with a Party sign up code. it boggles the mind that they can't seem to stop something which is directly affecting their bottom line.

That's what PokerStars do - you need to have the minimum buyin at a table or a certain number of lifetime FPP to use observer chat on a table.
