Default question on betting

When is the proper time to bet/fold to a re-raise as to check calling?

I am talking about say you have 2 pair say top and bottom and someone is flat calling you and then the flush hits on the river, or some other scare card. Is it better to check call or bet/fold? Assume no reads here in an agressive game.

assuming big enough stacks I block the river
