What you're saying is correct, but you're ignoring the effects of multitabling. 25NL is very easily multitabled compared to 100NL imo. Also, it's definetly not the same thing to 2table 100NL and 8table 25NL, even though it's the same amount of $ you're playing, the swings will be higher and take more IRL time to go through on higher limits.
With this in mind, I still think you should move up as soon as you feel ready and have ~15 buyins for your new level, if you lose a couple buyins look through the hands and work up your BR on your former limit again
