A $25 raise with $1000 behind is nothing and carries a lot of implied odds. He could be making this call with any pair since he feels you overplay your big pairs (set value). He could be calling with SC's, connected cards and even as low as any two suited cards.

If the stacks where about the same, then he would not be pushing here 99 out of 100 times with anything that is a made hand. He is RR you a lot of the time and making you play for a much bigger pot. You would need to 3 bet to find out where you are at then and fold to a push and push the turn to a called flop 3 bet, on a none K or Q or club turn.
