With position and a passive foe Id probably just call and see a flop. WHile its not always the bst idea, calling is ok. Min raising is bad. It realistically only builds a pot in a poor manner, as with most hands you raise you want it to be head up. Accidents happen, but in general try to avoid min-raises.

I think reraising to about $4ish is the best option, then calling, then folding. Deciding whether to call or raise depends on table conditions.
