Party Poker 2-Table Steps Tournament

I have been waiting for weeks for the 3rd step to fill up. It needs 20 players and I never see more than 5 waiting, I join, play for hours, and there are less people than when I joined. Anyone else waiting on the 3rd step? Want to set a time to sit in and try to fill one up?
