Default Help with VPIP for SSNL, Please!

Thanks for the time fellas. Let me ask, I've returned to playing small stakes no limit about two weeks ago and wanted some advice. I have a VPIP of 17 percent right now. I'm at the 10 and 20 dollar buy ins.
1. Is that a good number?
2. Is there a recommended preflop raise figure for NL at the small stakes?
3. Agression, is my 1.7 too weak?
