I've got 2 such people marked on UB. I'd pay $20 to suck out a $2 hand on them. Mega tilt for at least an hour trying to out play the suckouts. I made 100x the suckout someone else made rubbing it in (had help from "the whole table"). Everytime someone showed down crap he went off again (even if he won). It's funny.

You could always try to get the berater's chat privileges revoked for using profanity. A guy I know got muzzled and he stopped playing on the site that muzzled him... I was quite pleased at this result since it got rid of him.

People don't give "fish" enough credit. I'm sure this isn't the first time he's been berated. If he's playing 32o, it's not like it never occurred to him that this may not be a big hand. If he's playing to win, he must have some whacked out theory on why he should be playing 32o (deception value when it makes a straight, because he'll outplay others postflop, etc.). Being berated after winning only makes him feel better about how smart he is.
