Changing cashout method to make a first deposit

I use PrePaidATM right now but alot of other sites dont accept this. So i made a neteller account. only problem was that my credit card wouldnt let me make a deposit with them. im not sure why but the people there said that it is not uncommon.

I was wondering if i made a cashout from my poker account into neteller would that be ok? and would i be able to cashout from neteller without actually making a deposit into them?

I believe you can cash out into Neteller without depositing into there.
