Winning poker is not just about winning pots. It's about getting your opponents' money in the pot when you have the best of it. The "best of it" may or may not mean "best chance of winning at the showdown." All that "best of it" means is that your bet or raise gets enough callers to make it profitable.

Should you always raise when you have the best of it? No, but seeing as you are throwing away profit by not doing so, you must have a darned good reason to not raise.

Being afraid of losing the hand is not a legitimate reason to not raise when you are fairly certain you have the best of it.
