Default \"drunken maniac\" rules question

sorry if this is wrong thread...

and this doesn't really fit any of our poker book reading or anything.

but played with complete drunken maniac (claimed he was rich so more like crazy drunken guy who didn't care about the $$$ than a fish)...

but this guy for awhile (probably at least 40 hands) would post his raise before the cards were dealt. he said he was going to raise.

what are the rules on that?? can he do that???

the casino staff didn't come down on the guy, partly because they don't want trouble and partly because the guy was tipping heavily and i mean really heavily. tipping for a few hours when he'd lose a showdown (WOW!!!)

folding and betting completely out of turn...

can he do any of this??

fallsview in niagara falls if anyone is interested. the guy gave me his card so maybe i'll find out when he's down again... we played 7 hours. but he was only insanely crazy for the first 4 hours and i had cold cards and bad rivers/luck over that period. got hot later though, but he wasn't crazed anymore.

the crazed maniac though was hitting the cards for about 90 minutes of his craziness and won amazing amounts of money. the other 5 hours were brutal for him though.

any and all responses apprecatiated.
