Default skipping the small blind

I was sitting to the left of a guy who would always sit out the small blind. Party wasn't making him post a bet when he rejoined on the button. Have you seen this before? Is it common? Seems like a good idea, skip a forced bet in 1st position. Comments?
BTW: it was nice for me too as I never had to post the big blind.
Excuse me if this has been discussed, the search wasn't working for me.

I believe there is some sort of "penalty" for sitting out the small blind. I believe you get passed the Button and your next hand is in the Cut-Off.

That's right. I was SB then button. He sat out & came back as CO.
I guess it's not as attractive as I thought.
