Default blackjack strategy--house stands on soft 17

How does this change basic strategy?

It doesn't.

It is to the player's advantage to have this rule in effect also.

Yes it does, slightly. www.wizardofodds.com has a chart for the stands on soft 17 versus hits on soft 17, and there are some differences. Go to the website and just download the charts.

I beg your pardon, I was speaking from memory on the tables from Snyder's Blackbelt in Blackjack. The basic strategy as described therein does not change dependent on how the dealer plays soft 17.

basic strategy still doesnt, what you do when they have an ace changes slightly.
