Don't you think so many storms have been overhyped, the people probably just thought they were safe?

Possibly, for some of them. Many had no way to leave. It doesn't matter *why* they stayed, the fact is the government agencies couldn't perform the tasks they were designed to do when it counted.

But should the bulk of the blame be leveled at FEMA and the US governement? I think the LOCAL governements should be more disgraced! Didn't it ever dawn on them that an event such as this was possible when you have population living on the Gulf coast BELOW sea level?

All I hear are the governor and mayor leveling blame at the Feds. It's THEIR state and city yet they seemingly had no emergency plans in place for such an event. They sent people to shelters and then abandoned them! Their own law enforcement is turning in their badges. C'mom! If there's a disgrace it comes from the people of the State and New Orleans proper, NOT the Federal governement (even though I do think they were not quick enough in their response).

Agree - local agencies should be more disgraced. The response plan for the mayor and governor was to get on TV, say "this is the big one, get the hell out" and then to get on TV and cry about no help coming.

WTF else is he supposed to do?

Believe me if any city in America is prepared to take on unruly mobs it's NO and they have been completely overwhelmed. Getting 1.3 million people out of a city with 2 major hi-ways in 48 hours is a near impossible task.

This is beyond a scope anyone has ever seen happen to an American city since the Civil War. The city needed at least 20K Nat'l Guard on the ground within 48 hours.

Blaming the mayor of NO is like blaming a seargent in the 1st Marine division for the problems in Iraq.
