I'm pretty sure this was implemented so that pots raked 0.05 at the 25NL and 25PL level wouldn't count as raked hands. What I think they mean is that if the total rake taken from the pot / players dealt in < 0.01, it doesn't count as a raked hand.

Shouldn't this still work out to roughly the same commission for the affiliate though?

Because even though a player i only counted as having contributed to the rake in hands in which he actually puts money into the pot, the hand where he DOES put money in are being divided up fewer ways.

In other words, instead of the rake for EVERY hand dealt being divided 10 ways (at a full ring game), now the rake is only divided by the # of players in the hand, so that when a player DOES put money into the pot, it's being divided fewer ways.

In fact, that seems like a more accurate way to calculate it all things considered.
