Default changing IRQ\'s in Windows XP

I have a hardware conflict and I want to change the IRQ of one the devices. I went to device manager then resources tab of the device, but the option to change IRQ settings is greyed out. Is it possible to change IRQ settings in WinXP? I'd appreciate it if anyone can help me out

Default Re: changing IRQ\'s in Windows XP

I'm trying to change the IRQ settings of my USB controller. It's conflicting with a PCI card I just installed.

Edit: The PCI card is a TV tuner. Everytime I plug something into the USB port, my picture starts freezing. Apparently, my USB controller and PCI card are sharing the same interrupt request, thus causing the conflict. Windows Xp won't allow me to change it for some reason
