On Monday, President Bush signed a sweeping energy bill that will lengthen daylight-saving time by four weeks starting in 2007.

how does the lengthening of daylight savings affect the energy consumption of the US?

People tend to turn their lights on/off and thermostats up/down, etc based on what time it is, not whether it's light out.

More people up and about in early evening consuming energy resources versus early AM.

well, if you're awake during daylight you tend to use your lights less often...

Pretty soon they'll add another four weeks, then another until the whole year is DST.

I'd say its more of a concern for Canada/Mexico, but I guess they don't count anywho.
