Call and raise the turn. Fold to a three bet if you can. I'm putting villain on 66-99. AT is the only hand he plays this way that beats you. I think villian is calling down with those mid PPs. 1.3 isnt that high of an aggresison factor, but if the river is checked he will probably call your bet. I think which line is better is pretty marginal.
Edit: Sorry, this isnt marginal. You have to raise somewhere.

There was a time that I got caught up in using this call-down line too often. Then I cut that passive crap out. There are good times to call down heads-up but this ain't one of them. Raise something. I'd raise the flop against this player.

If he donks you on the turn (fancy!), well, that's a tough one... probably call that donkbet and fold the river UI.
