If a player need to leave before the cashout time, We just find it easier have him throw the extra in the pot. At the end of the night, we count out our chip totals to the nearest dollar, and any loose change that is left we throw into a pot which all players are eligble. Thsi is how we decide what to do with extra money in the pot.

No ratholing. He cannot cash out and then put 75c back into play. The correct time to point that out though, is before the hand.

Agree, you can buy more chips if you are not in a hand, but you cannot cash out, you can color up though, but those chips must remain in play.

Whoever's selling chips should be prepared to cash out any combination of chips.

Generally you can't cash-out part, but here is the key part of your post:
