Default Pot Equity % Heads Up

I understand pot equity is the bet amount equivalent to the percentage of the pot you expect to win. I also understand that if you have a 35% equity and 4 opponents, you have an edge and should bet for value. But I play primarily heads up and most hands do not have a 50% equity.

I understand you can revert to pot odds to determine if you should call, but I want to know exactly how to use pot equity to help determine my betting strategy heads up.

If my hand only has 40% equity, do I then bet only up to 40% of the pot? If so, is the percentage based on the current pot amount, or the amount of the pot after the bet has been made and called?

For example, with a $10 pot, and I have 40% equity. Can I only bet $4, or can I bet $10, since once my opponent called, the $10 would only represent 33% of the pot?
