you're quoting the wrong rule, that rule applies when the outcome of a hand has been determined and THEN it is determined the deck was short.

Anytime it is determined the deck is short PRIOR to the completion of the first round of betting, all bets are given back and the hand redealt.

stop the action and return cards chips (somebody is going to whine).

then, hit the guilty party in the head with a hammer & make him spot everybody 1 big blind.
