Default Blind Stealing Strategy - this right?

In the long STT post by 'the shadow' - i forget which post, but it said:

"If you blind steal for up to 3BB, you have odds to call a re-raise of up to 10BB, w/the exception of a really tight player."

Does this really apply?

All that is, is the justification for open pushing w/ 10xbb because you are getting more fold equity and if you raise 3xbb and somebody pushes over the top you are getting odds to put your remaining 7xbb into the pot and race.
