How about Memphis? The weather seems horrible, crime rate is high and seemingly not much going on. The small bright sides would be Graceland and being very close to Tunica.

Great blues clubs and BBQ joints, the people are really friendly and the girls have charming southern accents. It's too humid in the summer, I'll grant that.
