Default little pair HU, lousy board

Common situation against laggish player and I often just wing it. Is there a more or less standard strategy for a situation like this (besides asking for my pfr back)? This guy will semi-bluff but I don't have much other info.

What I'd like to know is how to handle flop lead - raise/fold 3-bet? Raise/c-c down if board doesn't get worse? Call/fold turn to another non-flush/str overcard? Are lags usually betting draws into pfrs and c-r good hands? Pot too small and board too poor to begin with? I'd fold this in another situation but against this guy I might be good here but I'm pretty sure I won't get any free looks.
