Ugh, terrible choices all of them. Off the top of my head I suggest Margaret Hassan. Not because she was murdered, which is tragic but not an achievement in itself, but because her death highlighted the amazing work and bravery of her and people like her.

While I agree that he contributions were many and great, the award is a measure of positive effect, but rather it is given to the person that creates the most news, or has the greatest amount of interest amoung the people (Hitler was PotY once).
That said, Dubya gets it in a landslide (possible consideration for another duel issue-Bush $ Kerry). I doubt highly that Moore will (or should) get it as his work wasn't that large in scope (though his goals certainly were).

I agree that they are poor choices, but if this is the real short list...

Rove is a great guy and deserves the credit, but if Time chooses him, it would be intended as a slap at me (he is the puppetmaster).

Is Moore a person? Well, Time's had non-people before.

Gibson would be a good choice if Hollywood is the center of the universe.

Ronald Reagan is a good choice, much more appreciated in the year of his death than while he was President.

The US Soldier would be a good choice.

The Swift Vets for Truth are my political choice.

Dan Rather for evil media guy of the year.

You right on the part about it being silly, but like so many things "It's tradition". GWB brings up a good point in that the U.S. Soldier could get the cover, other then that Bush is the lock.
