Flop: (7 SB) 9d, Jc, Qd (2 players)
SB bets, Hero...

Whats my line from here? Raise now and call 3-bet to raise on turn or all and raise/bet turn?

I think I'd raise this flop. Even if he doesn't 3 bet he will probably donk the turn to not let you get a free card on this draw heavy board, assuming he has a piece of it. And if he 3 bets yeah call that and raise the turn again.

Def raise the flop...if he 3 bets I would just call then go for the turn raise if he donks.

I'd be raising on the flop, hoping he has an overpair and will cap it. I think your hand is well disguised and he will likely put you on a straight draw.
