If your talking about rakeback on empire, then any empire bonus is worth it, as the bonus pays you 100% of your MGR for that amount, and you get rakeback on any MGR you generate after that while clearing the bonus.

If your talking about rakeback at a different site, then eventually you'll reach a point where rakeback at site x is better than a reload that takes a long time to clear.
